Robert W. Klein is Director of the Center for Risk Management and Insurance Research and an Associate Professor of Risk Management and Insurance at Georgia State University in Atlanta. Dr. Klein is a leading expert on insurance regulation and markets with 25 years of experience as a regulator and an academic researcher. He has written numerous articles, books and monographs on various topics in insurance and its regulation, including the structure and performance of insurance markets, monitoring competition, price regulation, catastrophe insurance problems, urban insurance issues, workers’ compensation, solvency regulation, and international insurance regulation. He also has testified frequently at legislative and regulatory hearings on significant issues affecting insurance consumers and the industry. His paper with Martin Grace will address the need for significant reforms in the regulation of insurance under federal or state regulation or some combination of both.
